Azerbaijan Strengthens Gulf Ties Through Energy, Green Growth, and Aid
Baku, Azerbaijan – Azerbaijan is building stronger ties with Gulf countries, especially members of the Gulf Cooperation Council (GCC). President Ilham Aliyev recently shared in an interview with Al Arabiya that relations are very friendly, strategic, and result oriented. He highlighted cooperation in energy, renewable projects, agriculture, humanitarian support, and infrastructure rebuilding, including support for Syria.
Energy Diplomacy Beyond Borders
Azerbaijan is working to expand its role as a regional energy hub. The country is planning to deliver natural gas to Middle Eastern markets, including Syria, through pipelines and swap agreements. At the same time, the State Oil Company of Azerbaijan (SOCAR) is preparing new agreements with global energy giants to increase gas exports in the coming years. Azerbaijan already exported over 25 billion cubic meters of natural gas in 2024 and plans to add another 8 billion cubic meters by 2030.

Several landmark projects are already shaping this vision. The Garadagh Solar Power Plant, developed with Masdar from the UAE, is now fully operational. New solar plants in Bilasuvar and Neftchala are under development with a combined capacity of over 700 megawatts, attracting investment worth hundreds of millions of dollars.
Saudi Arabia’s ACWA Power is leading the Khizi Absheron wind project, expected to be completed in 2025. This large wind farm will produce around one billion kilowatt hours annually and save hundreds of millions of cubic meters of natural gas.
At the recent Baku Energy Week, Azerbaijan showcased these projects and underlined its ambition to ensure more than one third of its total electricity comes from renewables by 2030. These efforts are also linked to Europe through energy corridors and planned undersea cable networks.
Cooperation Beyond Energy
Trade relations with GCC nations have been growing rapidly. Recent reports show that Azerbaijan’s trade turnover with GCC states increased by nearly thirty percent, with exports almost doubling. A joint action plan for 2024 to 2028 has been signed, covering political coordination, trade, investments, and energy cooperation.
Beyond trade and energy, humanitarian and infrastructure cooperation are becoming central pillars of the partnership. The United Arab Emirates has pledged to help Azerbaijan clear landmines in territories affected by conflict, using advanced technology and training programs. This aligns with Azerbaijan’s broader peace and reconstruction agenda.
Meetings between Azerbaijani and Saudi officials have also focused on cooperation in oil trading, petrochemicals, renewable energy, and even desalination projects. Such projects would help boost local water supply and improve agricultural capacity.
Peace and Diplomacy on the Horizon
Azerbaijan is positioning itself as a peacemaker in the region. The country has recently been part of a landmark peace agreement with Armenia that was mediated by international partners. The deal is designed to strengthen regional stability, boost trade, and improve energy transit across the South Caucasus. This development highlights Azerbaijan’s role as both a regional partner and a driver of peace and cooperation.
